Placing a Card Face-Up Is Not "Activating" It
An effect that places a card face-up on the field — e.g. "place 1 [Continuous Spell/Trap] from
your Deck face-up" — does not count as activating that card. "Place" is its own game action,
distinct from activating (which starts a Chain) and from Setting (placing face-down, see
Setting Directly from Deck). See also
Consequences
Because a "place face-up" effect is not an activation:
- Activation-restriction floodgates do not stop it. Anti-Spell Fragrance ("Spell Cards
cannot be activated unless they were first Set, and cannot be activated the turn they were Set")
and similar "your opponent cannot activate cards/effects" restrictions only block activations.
A card placed face-up by an effect was never activated, so the placement happens normally.
- "When a Spell/Trap is activated" triggers/negators do not see it. There was no activation, so
nothing can chain to "the activation," and activation-negation (Solemn Judgment-type) has no
activation to negate.
- Continuous effects apply once it is face-up. A Continuous Spell/Trap placed face-up is active
and its continuous effect applies, even though it was not "activated." (Any ignition/activated
effect printed on the placed card must still be activated normally later, on its own timing.)
Worked example — The Bystial Lubellion under Anti-Spell Fragrance.
Lubellion's effect places a "Branded" Continuous Spell/Trap from the Deck face-up. Can it do
so while Anti-Spell Fragrance (or Diabellze the Original Sinkeeper's activation restriction)
is applying?
— Yes. Placing the card face-up is not activating it, so the activation-restriction
floodgate does not apply; the card is placed and its continuous effect applies. (Konami official

Distinguish the three actions
- Activate — starts a Chain; can be responded to and negated; blocked by activation floodgates.
- Set — placed face-down; not an activation; not yet a face-up active card (see
file 20).
- Place face-up — placed face-up and active without an activation; not a Chain event; not
blocked by activation floodgates; continuous effects apply immediately.
Judge calls to watch for
- Don't rule that Anti-Spell Fragrance / a "cannot activate" restriction stops a "place …
face-up" effect — placement is not activation.
- Don't let an opponent chain "when a Spell/Trap is activated" responses to a face-up
placement — there is no activation to respond to.
- A placed Continuous card's continuous effect applies on placement; its activated effects
still need normal activation later.
